In a heavy skillet, add the onion, celery and bell pepper (if using) with 1 Tbsp of oil. Sauté gently over medium heat until barely cooked and still crunchy (3 to 4 minutes). Slide these ingredients on to a plate and return the warm pan to the burner
Add the remaining 1 Tbsp of oil to the pan and raise the heat a bit. Add the rice and begin sautéing, using a wooden spoon to scrape the bottom. Cook about five minutes.
Let the rice get a little crusty before adding the garlic, meat, and the already cooked onion and celery (plus the carrots, peas, and egg, if using). Add the soy sauce.
Toss well, and then season with sesame oil, scallions, and cilantro.
Add salt and pepper, if needed, and toss well.
